One word: voicemail.
She needed to talk to the guy, didn't think he was there, but wanted to put a message in his mailbox so he'd get it as soon as he came back and call her back. And surprise, he actually was there!
That's a lot easier than trying to call somebody at exactly the right time, especially when you're doing twelve things at once. Puts the ball in their court. Of course, if they're way busy too they may not call you back. It depends on the relationship between the two of you.
