I don't know about the women but it sure feels nice for the man!
If my foreskin moves around it sure feels nice during sex. It's even better when masturbating. Cleanliness is a problem whether you'r cut or not - you have to keep it clean anyway.
I am living in Germany where hardly anybody is cut and they don't have any troubles with sickness or cleanliness.
