You may be right, my suggestion would be to try forgoing the pad for a bit, that's usually when I have problems. dry thorougly after swimming and wash well afterwards, change panties daily... let's see... if she's a thong-girl, maybe switch to some fuller panties to get the crotch to push in a bit less?
