Hmmm...maybe add a few twists to it.
Like: the pay is automatically cut by 50% if the budget isn't passed on time.
Actually, I don't think voter apathy is a problem for this plan. Regardless if 5% of the people vote or 100% of the people vote, you still take the average pay voted in and use it.
