Frontal male nudity is typically brief, and the deciding factor on whether it slides in as an R-rated movie or if it is rated X seems to be whether or not the guy is sexually excited. Flaccid penis = R, erect = X.
Comparatively speaking, there is far more female nudity in movies than male, so I don't know what you're complaining about.
