I didn't vote 'cos I agree with everyone (!?). Both colour and mono (not necessarily black & white) have their strengths, and in creating a truly striking image the photographer uses various options available.
When I was working in photography (many, many years ago, when you actually had to focus a camera yourself), I was an admirer of Carlos Clark's work. He was a great one for hand colouring and retouching mono images in a minimalist way. The combination of the mono print but going through black to white in shades of green or blue, with perhaps just the model's eyes, lips and nails coloured was striking.
