There are some people who try and strike fear in the public about fluoride being a poison, etc but there is absolutely no proof of this. In Colorado (IIRC), in the 1940's or so people began to notice that there were lots of kids' teeth that had white spots on them. It wasn't pretty-looking but they also noticed that these kids didn't get any cavities. Eventually it was linked to the fact that their drinking water had lots of fluoride in it and this jump-started studies on it.
It was found that using 1 part per million of fluoride in drinking water did not cause any harmful effects (like the white chalky teeth) but still gave the cavity protection. Since then, most cities in the US have moved to fluoridation.
Yes, there are people who think that this is the work of Satan and there are people who are convinced that their root canals are the root of their medical problems. Basically, it's much easier to convince people that something is dangerous than it is to convince them that it's safe. What are you gonna do...
