I shave my balls/shaft in the shower, no shaving cream, with a Mach III razor. Works great, and I have no itch at all. Only problem is that you have to do it about every other day or so.
My biggest problem is that I'm pretty hairy overall, so I can't really go full bald down there without also shaving the stomach, thighs, ass, etc. Too much work. I trim pubes to the same length as the hair on my belly and stuff, and that looks pretty good.
