I'm not sure exactly which one in the series it is, I think part 1, but the main boss in Final Fight on SNES was an ass. The guy's a cripple, then all of a sudden he's hopping around out of his wheelchair shooting a harpoon gun with unlimited rounds. That was hard as hell to beat.
But the best boss, in my opinion cause he was so fun to fight, was Dark Link in Legend of Zelda: Ocarina of Time. It was just fun as hell to fight your shadow, and challenging cause he knew all your moves ahead of time.
Psycho Mantis was cool as hell, too.
