If you look back DSN, Voyager and TNG didn't develop a strong series until the third season or so... Took them a while to find their legs as it were. Give Enterprise a chance.
For DSN (one of my favourite) didn't really get started until TNG ended its run. When that happened DSN got to control the plot of the Star Trek Universe. They could let the Klingons break the treaty, go to war with the Dominion, etc. Before that they just had to following TNG's wake.
I watched Voyager on and off but never really caught on. I've been watching it now in re-runs on SPACE (Canadian Sci-Fi channel) and true to form it was a much better series after about season three or so...
