How about this.
I say that in order for evil to exist there must be intent or will behind it ie. it's not a "natural" occurance.
Evil therefore must be commited by a concious <sp?> (oooh big words!) entity though this doesn't necessarily mean human level intelligence, whereas bad just happens.
