Let us look at the full quote.
From the preamble to the Declaration of Independence (Thomas Jefferson):

Looking at it in context, I fully agree with it.
I also agree with the underlaying premise that government should treat everyone without regard to race, color, religion, etc. (even though in reality, this did and does not happen).
This is different from the concept of "an eye for an eye" which is essentially dictating how punishment for crime is meted out.
