I used to do stereo competitions in the early days of loud stereos. People do get tickets for them (almost as rare as speeding tickets), most of those folks wore it like a merit badge. It detracts for the ability for the authorities to use sirens or even loudspeakers to announe commands.
Here in NYC in the Guliani days, he used to have police patrol for quality of life crimes, and those fell into the net. I think that I recall that they had made it a race issue because a good number of those types of violations came from poorer neighborhoods.
