Headphone setups for the passengers, you mean. I think a driver shouldn't be wearing headphones. It detracts from their ability to stay alert to their surroundings. In fact, on a military installation, it's illegal to drive a car, ride a bike, or jog on base with headphones on.
There's also a noise ordinance that says that if your stereo(or "system" for those of you who probably would violate this rule) can be heard outside your vehicle, with your windows up OR down, you can get a $50 ticket.
Neither of these rules get enforced, unfortunately.
