Rockstar Games is the publisher. They are the parent company of the developers who created GTA. They were formerly known as
DMA Designs, but they changed their name to
Rockstar North before the release of VC. Rockstar Games is still the publisher (and probably will be for a long time to come). Hope this clears up any confusion.
