Yes...in fact, the stuff is pretty terrible if it gets a chance to run loose. Good luck to anyone who has it growing in their yard!
I know of an apartment complex that has a forest of bamboo as a barrier to a neighboring office complex, but it never seems to cross a particular threshold. They don't mow it, either. Maybe they buried a layer of salt or something.
