Halving the sentence? No way. I can understand that a quick confession is better than more time on the streets, potentially raping others. But maybe it should be a harsher sentence, instead, for not coming forward immediately.
Although castration or a penisectomy will eventually stop production of testosterone, it won't necessarily stop the urge. Many (if not most) rapes meet the offender's psychological needs more than sexual, and they often continue to rape/overpower using other objects instead.
I've always thought the sentences for rape have never been long enough.
