Perhaps he doesn't like it? I personally don't feel much when someone plays with my nipples. Now, my ears on the other hand... they're *very* sensitive.
My experiences with women are varied. One ex-girlfriend liked it a lot, while another one didn't care about it. The first one was very sexual, while the second one wasn't. I have no idea if that's got anything to do with it, though.
