Just to update this thread a little bit...
I recently read an article that suggested local TV newscasts are still profitable in the US.
I am trying to envisage a delivery system for local television news that does not come from a local broadcaster. The Internet just seems too broad for this sort of thing, though I suppose if you have enough of your audience able to access your content via the Internet, there doesn't seem to be anything to prevent you from being a locally produced and focused video news source.
As long as your advertisers can make the switch with you, there's no reason you can't be the San Jose Mercury of Video News. Much cheaper than paying for a broadcast license and maintaining a transmitter.
How long before this happens?
