Even if this was his first and only offense, its clear that this was a planned skate-by elbowing. Since its Cooke, he probably meant to do worse and just didn't catch him flush. 10 games and a playoff round aren't enough. If Bylsma, Shero and Lemieux had any class, which they haven't shown in the past, they would bench Cooke when he returns and get rid of him over the summer.
