If you're in public, you grant everyone else out there the right to take a picture of you.
Among camera phone pictures I've take surreptitiously, almost all of them have been with the intent of ridiculing someone later. If I have my camera out, you're completely oblivious if you don't know I'm taking your picture and I wouldn't take it if your body language suggested that you object to it, but street photography is about capturing life, not being a creep anyway.
