My youngest daughter was the first of my kids to get one when she started high school and that was only because she showed herself responsible enough.
It is for emergencies only, stays turned off in her backpack until she gets off the bus after school, and she's allowed to call/text her friends until 7pm.
At 15 she has no further "need" of a private cel phone.
