Seeing as how the only industry in which I would believe one would be exposed to, and inclined to venture, an experimental verification of this perverted hypothesis, your first best bet is to peruse Japanese/Korean and/or Van Nuys-produced pornography, that also happens to enlist the services of a genotypical Asian male.
Watch a few flicks, determine for yourself what is 'big', and seek to contact the Asian actor's agent for a meetup. Short of that, and assuming you are unwilling in mixed company, around some random Asian boyfriends of yours, proceeding to ask them to help you come to a conclusion in your question of whether size is relative to race (and because 'race' is a relatve and socio-specific term, and why it doesn't exist in the context of science, you might come to metaphorical "roadblock" finding a definitive answer).
