Scripting and macros in Outlook have been limited from what they were capable of in the past.
Since both Outlook and Excel use VBA for scripting then there is a possibility that this can be done in a single script. Otherwise you should be able to do this in 2 steps, where a macro in Outlook saves the attachments and then a WSH script that combines the Excel files.
