Ok I remember this one, a lot of foreign photographers actually pretty much set this one up. The city was almost completely evacuated, the only people that stayed were the ones too poor to leave, so when a new army unit showed up the foreign press practically begged them to write on the bombs saying their cousins in america would see them and so on. Pretty easy when you're the first entertaining thing to happen outside of a cramped bomb shelter for almost a week.
