For Cersei I see Tilda Swinton or Cate Blanchette, but if they're too expensive, perhaps Anna Torv from Fringe or Marg Helgenberger. They all do icy well.
I wonder how much of the story HBO will pare down. Martin is one of those fantasy writers who seems to have a pathological mania for adding new characters. Almost every new chapter brings a new house complete with lords, ladies, ancestors, servants, knights, cooks, squires...
I mean, he's not as bad as Robert Jordan was with his epic rolls of Innkeepers but still...
