It's back now, somehow.

But yesterday there was just a third-inch void the same color as the TFP Green template where, presumably, the bar should have been, but wasn't. Weird.

Maybe there's something wrong inside my browser that makes the 12th tab opened lose its scrolling manipulation bar. I just opened up this webpage, and come to find out that it has no right-handed scroll bar present, for whatever reason.

This is of no concern as a whole, I suppose.
