Healer pointed out the one scenario. The more common one is that they are attempting to lure the defending team out of their own half and/or to break their formation, i.e. probing for an opening.
The other, which only happens at the start of either half, is that they pass the ball around to give everyone a "feel" and build a bit of confidence on the ball.
