Think about it. "Non-practicing" implies choices based on fundamental values, such as religion. "Celibate" simply means refraining from sexual relationships.

I don't think the terms are equal, though the use above may have been misapplied or unintended.

Is it like the distinction for "ethnic Jew"? Maybe we should call non-practicing homosexuals "oriented gay." You know, he might be gay, but he's not practicing.
