It makes a difference to me. Having had both, I really love the way uncircumcised men (the ones I've been with, anyway) are extra sensitive right after orgasm. It's kind of fun to make the most of that vulnerable moment too, like tickling someone who's laughing to hard to resist. (Hope that doesn't make me sound sadistic)
