My guess is that this boy has been a challenge for his parents for some time. That kind of behavior doesn't arise from normal teenage hormone urges. He's seriously disturbed. A child who intentionally inflicts suffering on animals often grows up to inflict harm on other people. He needs professional help...being grounded for the weekend wont cut it.
As far as the act itself...I don't see anyway he could fit himself into a cat, but maybe the assault was with an object of some kind...the report doesn't go into detail, thankfully. It's sickening enough already.
