There is a distinct difference between the individual and a business. Business has no rights in comparison to the individual, who has the Bill of Rights to fall back upon, such as Article Four of the Bill of Rights, which declares that it is "The right of the people to be secure in their persons, houses, papers, and effects". An individual has no obligation whatsoever to deliver up his papers and effects to anyone, especially government. On the other hand, business is a creation of governments, and is obligated to keep books and records, and to deliver them up for inspection at the call of governments.
