I'm a little late to the game on this topic, but I figured I'd pass along my experience.
Back in 2007, I suspected that I had phimosis. I went to my family doctor who referred me to a Urologist. I did a bit of research before going, which talked about some of the options, including the steroid treatments. When I saw the urologist, his suggestion right off the bat was circumcision. I brought up the steroid treatments and showed him some info I had printed out. He agreed to try the steroids first since I really wanted to avoid the scalpel, but advised me not to get my hopes up.
Ultimately, the steroids didn't work, and I ended up going with the circumcision. To be honest, I'm actually happy with the turnout, and have no complaints.
