i just let it sit till most of it has been absorbed/evaporated while gently stretching since most of the cream is made up of white and liquid paraffin. as for how to stretch it, pull the skin back till you can make out the rigid band (it'll be paler than the rest because its almost reached its elastic limit) put a small amount on the band (all the way around mind) and try not to get any on the head (the doctor said it could lead to damage on the head, if you get some on there just grab a tissue and gently wipe it off.) and then keep the rigid band under a small amount of tension. I've not gotten to the point where a device is required to stretch it is required. but i shall give some thought to it and run a net-search or two I'll post back with results shortly.
also @Milnoc its normally due to a minor allergic reaction( at least that's what the coversheet says), if that happens stop treatment and return to the doctor.

Alright here is what i found.
you can resort to mechanical methods eg. the Glansie

or you can use these stretching methods i found on a website for student health.

(read the whole article, it provides advice on how to get that pesky tight band back over the head if you manage to get it stuck behind)
