Wow, I didn't realize it ate that much of your bandwith. When I go back I'll try to talk to the devs about this.
Keep in mind they use vastly different netcode. DotA was P2P, LoL is client server. I'm not sure how either was specifically implemented, but obviously DotA's was superior for your particular concerns (minimizing bandwith).
