For some reason this reminds me of a discussion I had with a female friend about labioplasty. I honestly couldn't rap my head around why a woman would risk sensitivity or possible sexual dysfunction for aesthetics.
I think the same applies here. There are a some cases where I think the procedure would be of benefit, and as highthief mentioned this would be for guys with really small penises. Guys are can get pretty neurotic over the size of their dicks at the best of times, I couldn't imaging the ego battering you'd suffer if you really did have a tiny penis. But there were a couple of photos in there where I think it is just totally unnecessary.
