Finished at about lvl 17.5-18.0. But I was screaming through the main story near the end of the game (just so damn interesting). One complaint, as mentioned in PC Gamer, is the main story is *so* involving that the side quests often seem anticlimactic.
I did most, if not all, of the companion side quests though.
