I have never really thought about this, but definitely would be exciting to see on a man I find attractive.

Because to me it signals that the person is a) cold (and I can warm them up ) b) alert and aware (and I like that kind of energy) or c) aroused (in which case several outcomes occur to me).

On a man I'm not attracted to it would be something that turns me off or something that I wouldn't notice.
