I'm also from Texas, and I've never seen this system that you speak of.
While I'm sure you aren't making this up, it seems that it is incorrect to generalize and say that it is a "Texas thing".
I'm probably not much older than you either, as I am 21.
Anyway, I still haven't decided what stance to take on public education, so for now I'll withhold my opinions about that system
