Well in the case of borderlands (different game i know, but still Steam related)
the game was out on consoles on the 20th, pc was delayed til the 26th. rabble rabble right? rumors abound, official statement was special PC optimizations, which aren't really apparent at all. others say it was a money grab to get as many console sales as they could before the pc version came out and got pirated.
well guess what happened, Steam had my preorder money for a week, and in that week, console gamers got to max up and beat the game, pirates obtained a reviewer copy before the game even came out on retail, completely absent of any copy protection/anti piracy. So they can play online because..
1. no official matchmaking service, they pawned it off to gamestop.
2. you don't even need a cd key to install it anyway and it doesn't check it apparently for any other purpose than start up.
essentially it sounds like the retail version with a no cd crack would be identical to the review copy.
I guess I got the game last, for being a good customer :\
