Broder was writing an opinion piece in a newspaper. A free press means they can write whatever they want, they are not bound to "truth" or "justice". To say that someone who writes an opinion piece saying they think there shouldn't be investigations is complicit in some way with a (currently alleged) criminal act is ridiculous. To say someone choosing not to publish any article in their free press makes them complicit with the crime is equally ridiculous. Eric Holder will prosecute whomever he sees fit regardless of what Broder says. Culpability? You have that ability - don't buy the Washington Post.
For the record, I think investigations should take place - even though I know those investigations will be neither fair nor objective.
