Waxing weakens hair growth so I don't recommend it for a man's facial hair, unless you want it to start getting patchy and even finer than it already may be.

Ingrown hairs are a bitch but for me I do find that waxing makes them occur less. Shaving and even hair removal creams, for me, tend to provoke more ingrown hairs than waxing.

The key to reducing ingrown hairs is to exfoliate your face regularly, and you might consider buying a product that helps reduce the appearance of ingrown hairs, such as this:

Apparently Gisele Bundchen swears by this stuff.

I thought this article gave some good tips on avoiding ingrown hairs for men -

Whether we write or speak or do but look
We are ever unapparent. What we are
Cannot be transfused into word or book.
Our soul from us is infinitely far.
However much we give our thoughts the will
To be our soul and gesture it abroad,
Our hearts are incommunicable still.
In what we show ourselves we are ignored.
The abyss from soul to soul cannot be bridged
By any skill of thought or trick of seeming.
Unto our very selves we are abridged
When we would utter to our thought our being.
We are our dreams of ourselves, souls by gleams,
And each to each other dreams of others' dreams.
