Don't EVER NEVER EVER use cheap, disposable razors. You're just asking for those bumps and ingrown hairs you mention. It's worth it to drop cash on the more expensive ones. Like Gillette Mach 3.
And always use a shave gel. Don't just water it down with a little soap. You need more slip than that.
