All it means is they don't have private insurance, it groups together all the people who are currently on medicaid/s-chip, people who are eligible for said programs who have not yet signed up and illegal aliens. Again I ask you why would a doctors office accept a government plan that pays only a fraction of what a private insurance carrier does? They wouldn't, so the government plan would never overtake private insurance companies. So without outlawing private insurance companies(wich will never happen) how would the government plan hope to compete with private insurance?
