I think it is all about context. When I hear the word decent (in the context of the above quote), I hear "I am about to state the correct opinion." Most people who use the word in that context, you could take it out and replace it with American and it would mean the same thing. I am right.
"I'm a decent person." = "I am right, you are not."
Same thing with God-fearing citizen. Tax paying citizen. All the same context.
