In my own personal experience and from what I've heard from the various boys and girls I've talked to, garters seem to be way more of a girl turn on than a boy turn on. Boys seem to never mention them, women who appreciate women often mention them. Obviously I'm sure lots of guys like them, though.
Those multi-color high socks, especially the toe-sock ones, especially on a woman wearing boy shorts, on the other hand...
It's not a feet thing because I don't find feet cute. Not sure where it comes from, but I'll take it.
