Hard for me to say for sure, here, since I've never used that particular device. It'll depend on how it's passing the input on to your PC -- if it's going through the USB, there'll be a setting for the volume level somewhere in the device settings. I'd poke around in the software and see if I can find input levels anywhere.
For clarity, you're able to record and see the soundwave in Cubase, yes? If the audio stream is being captured, it's just a matter of figuring out where the snag is.
Assuming Windows, you can try Control Panel>Sound And Audio Devices. Under the Devices tab you can adjust playback volume, and fiddle with the sliders. You can also go to Options>Properties on the volume window to show more controls and make sure that the correct one(s) is being displayed.
