Well, sort of kind of. Most of the techiniques that they're using simply trap the light and give the illusion that it's slowing down. It's still moving at the same speed but the medium causes it to appear to move slower. The Harvard experiments were something a little different, but at the end of the day the light basically just has a much more inefficient route to take than normal.
