Windows 7 and Windows Vista also have built in partition resize tools, although somewhat limited. You can find the partition option during the custom installation, you don't even need to go through with the whole installation to use it.
I did run into an issue trying to make the first partition larger on my disk, it would let me shrink the second partition but I could not enlarge the first to fill in the extra space, but I wasn't able to do this with ANY partition software for some reason, so this may have been a special case.
edit: you can also partition your drives while using Vista or 7, just go to disk management and there are options to shrink and extend the volume.

However, this valorous visitation of a by-gone vexation, stands vivified, and has vowed to vanquish these venal and virulent vermin vanguarding vice and vouchsafing the violently vicious and voracious violation of volition. The only verdict is vengeance; a vendetta, held as a votive, not in vain, for the value and veracity of such shall one day vindicate the vigilant and the virtuous. Verily, this vichyssoise of verbiage veers most verbose vis-à-vis an introduction, and so it is my very good honor to meet you and you may call me V." - V
