LMAO. Marijuana running the streets like cigarettes? What do you think is easiest for a 16 year old to get in your average sized USA city? Weed or cigarettes? Regulating MJ would do a better job at keeping it out of underaged kid's hands. Make the penalties for illegally selling high, but sell it in stores and tax it. I know that when I was underaged, cigarettes and alcohol were real tough to get by, but weed was obtainable by asking you nearest urban-looking youth where to find it.
Also, I've yet to hear about people mugging others to get their fix of weed. That's just BS.
